I always see people posting things that say “paid partnership” from the Instagram app, and I feel dumb for asking but is Instagram the one paying them or what? I don’t really get it I am new to this, but I have small biz so I have to be on it.

For sure, many creators are invited to the various incentive programs Instagram offers. Reels bonus and Live Badges.
If the post has the paid partnership label on it, the creator agreed to a paid partnership with the brand tagged. So they are being paid by the brand not by Instagram.
